Reports.

A Record is a document an agency handed over. A Report is us writing about one: when a city council takes up a surveillance contract, when a vendor's own transparency portal quietly changes, when the thing the paperwork says and the thing the agency says stop matching. Reports carry a byline. Records do not need one.
